Non-Winery Special Events Ordinance: Forced Board of Supervisors to table the whole issue. The CCC created its own ordinance to replace the unworkable present one. CRITICAL INFORMATION FOR SPECIAL EVENTS PEOPLE
THE COUNTY HAS APPLIED TO THE STATE OF CALIFORNIA FOR A TREMENDOUS INCREASE IN PENALTIES FOR CERTAIN VIOLATIONS WHICH WILL SERIOUSLY IMPACT YOU AND YOUR CLIENTS. PLEASE CLICK ON THE FOLLOWING LINK FOR FULL INFORMATION.
AFTER YOUR READ THIS, I URGE THAT YOU ALL WRITE TO YOUR THE BOARD OF SUPERVISORS ASKING THEM TO WITHDRAW THIS REQUEST TO THE STATE.
SHORT TERM RENTALS (VACATION RENTALS)
THE BOARD OF SUPERVISORS HAS ASKED THE PLANNING & DEVELOPMENT DEPARTMENT TO INVESTIGATE STR’S. P&D HAS HAD A FEW OUTREACH MEETINGS. THERE WERE NO Q&A’S OR DISCUSSION. ONLY FIVE FLIP CHARTS WITH VERY LEADING QUESTIONS ON THEM. P&D PLANS TO COLLATE THESE RESPONSES AND THEN GO TO THE PLANNING COMMISSION. THE PC WILL GIVE ITS INPUT AND P&D WILL PREPARE A DRAFT FOR THE BOARD OF SUPERVISORS TO VOTE ON. THIS IS VERY “FAST TRACKED” AND THE BOS HEARING WILL LIKELY TAKE PLACE IN THE THIRD QUARTER OF 2016. ALL INTERESTED PARTIES AND STAKEHOLDERS ARE ADVISED TO JOIN THE CCC SO THAT WE CAN PROCEED TOGETHER TO ATTACK THIS PROCESS. LITTLE OR NO INPUT FROM THE PUBLIC AND STAKEHOLDERS HAS BEEN REQUESTED. INEVITABLY, THE SPECIAL EVENTS ORDINANCE WILL BE A PART OF THIS EFFORT. THIS WAS LAID TO REST A FEW YEARS AGO BY THE CCC, BUT IT WILL COME UP AGAIN IN THE CONTEXT OF STR’S.
THE PLANNING & DEVELOPMENT DEPARTMENT HAS SUBMITTED THEIR SECOND DRAFT OF THIS ORDINANCE. IT WAS REJECTED BY THE PLANNING COMMISSION. ON AUGUST 3RD, IN SANTA BARBARA, P&D WILL SUBMIT YET A THIRD DRAFT. THEY HAVE THREATENED THAT IT WOULD BE “A BUDGET BUSTER” IF THE COMMISSION FAILED TO APPROVE THE DRAFT AND THAT THEY WOULD GO DIRECTLY TO THE BOARD OF SUPERVISORS.
THE COMMISSION FOUND THAT THE LANGUAGE WAS CONFUSING AND THAT MANY DEFINITIONS WOULD BE REQUIRED. FURTHER, COMMISSIONER COONEY (1ST DISTRICT) OBJECTED TO THE SPECIAL EVENTS LANGUAGE AND SUGGESTED ALL REFERENCE TO SPECIAL EVENTS BE STRICKEN AND FURTHER SUGGESTED THET FOR SPECIAL EVENTS, THE CURRENT ORDINANCE WOULD BE SUFFICIENT.
WINERIES AND INTERESTED STAKEHOLDERS HAVE NOT BEEN CONSULTED IN THE CREATION OF THESE DRAFTS.

The following parcel counts, by acreage, for the unincorporated area of the County (according to the most recent data available, the January 2012 Assessor’s office parcel table) are:
Total number of parcels in Santa Barbara Count = 128,995
Number of parcels less than or equal to 5 acres (including all condo and mobile home parcels) = 119,948
Number of parcels greater than 5 acres, and less than or equal to 10 acres = 1,992
Number of parcels greater than 10 acres, and less than or equal to 20 acres = 1,476
Number of parcels greater than 20 acres, and less than or equal to 40 acres = 1,351
Number of parcels greater than 40 acres, and less than or equal to 100 acres = 1,111
Number of parcels greater than 100 acres = 3,015
